Finance and Operations Director for Epic & USAID Kitumaini Projects

For the past three years, I have helped the Epic project expanding staffing from 22 to 77 staff; expand activities into more than 14 health zones by organizing the contracting of nine local NGOs and 22 in-kind grant agreements with each health zone in this project. I have helped the project organize its annual budgets and no-cost extensions on various scopes (MPOX, Lox, HIV, global health security, GFTA2), set annual procurement plans for each scope. I also helped close grant contracts and open several secondary project offices.
For the Kitumaini Project, I supported the Business Development team on the Poposal budget and helped launch this project by providing it with finance and operations staffing, Procurement Plan, a budget monitoring plan, and an internal reporting plan to FHI360 and the donor.
In addition, I support the platform team with monthly closings, transaction cleaning, advance reconciliations, audit reception and audit findings closing.

Accomplishment: As country Finance and Administration Manager, I had the merit of setting up procurement procedures for goods, services, and consultants, stabilizing the setting up of the country office and providing Engenderhealth with pre-qualified suppliers. Thanks to collaboration with the Grand and Contract unit at the HQ based in Washington, I helped the program to hire local and international consultants.
I collaborated with the regional office to set up the regional strategic plan as well as that of the DRC, I worked on the launches as well as the closings of several projects.
In addition, as Human Resources focal point at country level, I collaborated with International Human Resources for all matters related to the recruitment of DRC and Burundi staff during the opening of the offices. I was focal point for staff training on HR procedures, safeguarding, harassment and integrity.
I set up the financial system; the internal control system as well as the implementation of measures to apply internal financial and administrative procedures for this NGO in the Congo. In my role as financial and administrative manager of implementing partner organizations, I assisted the office in the search for new partnerships as well as in contacts with donors, I also worked on building the capacities of partner organizations, as well as organizing regular spot-checks to follow up on recommendations made and those of audits.
Generally, I was responsible for all financial reports due to Engenderhealth headquarters in Washington DC. I was the direct respondent of the Compliance Grant and Contract department regarding the implementation of internal procedures and rules, those of the donors and those of the Congolese government; I was also the person responsible for receiving internal and external audits and I was responsible for implementing the plan to apply the recommendations of internal and external audits, then reporting all progress to the Country Representative, the Audit department and the Compliance unit at headquarters. I was responsible for budget management for all the organization's projects in the DRC, for which the main donors were USAID and the Bill & Melinda Gate Foundation.

Accomplishment: In this role, I acted as Finance Operation Manager for the field office, which was implementing 4 projects.
